Fixing America's Surface Transportation (FAST) Act

On December 4, 2015, President Obama signed the Fixing America's Surface Transportation (FAST) Act into law - the first federal law in over a decade to provide long-term funding certainty for surface transportation infrastructure planning and investment.

Authorizations & Funding

The FAST Act authorizes $305 billion nationally over federal fiscal years 2016 through 2020 for highway, highway and motor vehicle safety, public transportation, motor carrier safety, hazardous materials safety, rail, and research, technology, and statistics programs. The FAST Act maintains our focus on safety, keeps intact the established structure of the various highway-related programs we manage, continues efforts to streamline project delivery and, for the first time, provides a dedicated source of federal dollars for freight projects.

Performance Management

The FAST Act continues its predecessor’s overall performance management approach, within which States invest resources in projects that collectively will make progress toward national goals.

Highway Trust Fund

The Highway Trust Fund (HTF) is a transportation fund in the United States which receives money from a federal fuel tax of 18.4 cents per gallon on gasoline and 24.4 cents per gallon of diesel fuel and related excise taxes. The HTF serves as a funding source for programs authorized by the FAST Act. The HTF is comprised of the Highway Account and Mass Transit Account.

Title VI Notice to the Public: The New York Metropolitan Transportation Council (NYMTC) hereby gives public notice that it is the policy of the Council to assure full compliance with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, Executive Order 12898 on Environmental Justice, and related statutes and regulations in all programs and activities. Title VI requires, and it is our policy, that no person in the United States of America shall, on the grounds of race, color, national origin, sex, age, or disability be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity for which NYMTC receives federal financial assistance. Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint. Any such complaint must be filed in writing or in person with NYMTC’s Title VI Officer within one hundred eighty (180) days from the date of the alleged discriminatory act or upon notice of the discriminatory act.
